I guess driving Taxi is not bad. Couple of 中东人 in my neigthbourd drive 出租车, they all have big house. They said they were engineers in their country. I guess many immegrants having the similar stories.

With the current world in recession, and especially for scientists, and even for hi-tech engineers, it is extremely difficult to find employment. By saying because he couldn't find job proved that the 研究局 is correct is a bit harsh and unfair.

There are a lot phd and doctors trained in foreign countries are driving taxis in Canada too. A friend of mine who was an eye doctor in China couldn't find job here and eventually became (believe or not) a policeman in Windsor.

If someone could last 16 years, then he/she should be good enough, don't you think?

I think this was probably just cost-cutting, happened everywhere.
