University students normally have little income, but larger expense. They commit to pay more tax after graduate. Thats why smarter communities tend to give tax and other benifits to them to support/help them to finish their education.

这根有没有能力没关系，20块钱谁掏不起啊，问题是冤枉钱，乱要价就不该给。
