Not true. It depends on the level at which they are hiring and the classification of the jobs.
Ottawa is a perfect location for social science research jobs. Other than the federal government, a lot of NGOs are also located in Ottawa. If you are not a citizen, the best way is to approach these NGOs first and then gain some experience, while at the same time try to get a Canadian degree. It does not matter what school it is, as long as it is Canadian, in any subject. Here in Ottawa, I think the easiest and cheapest place is UQO in Hull. Do a master's degree there part time in English. In a few years, you will become a citizen, and armed with a Canadian degree, you can enter the government.
The entire government only works in English when it comes to social and economic research. French is a requirement for higher level jobs but it will affect you in the beginning.

1。不一定是纯文科，经济，统计，社会学都行。
2。不一定要求很强的oral communication能力，主要还是看职位。如果是做research，笔头好，技术强就行。如果做policy，对口头和笔头能力要求要高一些。
3。政府里这类职位一般不要求双语，如果做到manager，会有French要求，但是政府里一般会从初级职位开始提供French training。
4。“做social science research的，HR应该会考虑您在加拿大本地的生活经验是否充足”- This is not true。主要还是看你有没有足够的research能力。不过不是公民的话，进政府会困难很多。
BTW，中国人在政府里做social science research的一把一把的，光我认识的就有十几二十个呢。
