Ranking of Waterloo's Computer Science?

Does anyone know about the ranking of the Computer Science program at Unversity of Waterloo? Someone told me it is No 1 in North America, but I doubt it. No 1 in Canada is very likely.

Thank you both for your help. It's for a friend of mine in China. His daughter received offers from a few universities in Canada and US to study PhD in computer science. Waterloo is one of them.
