OTTAWA, Jan 17 (Reuters) - Canada will tighten the rules for mortgages and cut support for lines of credit secured by homes in a bid to prevent the housing market from overheating, Finance Minister Jim Flaherty said on Monday.
His announcement follows repeated warnings from the Bank of Canada about the risks of growing public indebtedness, fueled in part by low interest rates.
Flaherty told a news conference that interest rates were bound to go up at some stage.
A government release said the measures unveiled on Monday would "support the long-term stability of Canada's housing market."
Ottawa will:
* Reduce the maximum amortization period to 30 years from 35 years for new government-backed insured mortgages with loan-to-value ratios of more than 80 percent
* Lower the maximum amount people can borrow in refinancing their mortgages to 85 percent from 90 percent of the value of their homes
* Withdraw government insurance backing on lines of credit secured by homes, such as home equity lines of credit
The adjustments to the mortgage insurance guarantee framework will come into force on March 18, 2011. The withdrawal of government insurance backing on lines of credit secured by homes will come into force on April 18, 2011.
