You can try the following places:
1)
Chinatown - There are many jewelry stores on Canal Street. Make sure you negotiated with them (50% at least). If you don't negotiate, you end up paying more.
2)
Diamond Street - 47th St. and 5th Ave (and 6th Ave) in midtown Manhattan area. Those jewelry stores are mostly owned by Jewish. So make sure you negotiate with them (50% at least). If you pay cash, you can get a better deal.
Note that many stores have the same product and you must look around and compare to find the best price. There are also many people that will try to take advantage of you and sell you poor quality merchandise (e.g., SI1 or lower clarity).
Be prepared to walk away - Many of the jewelers here will try to push you to buy.
Don't ever buy the first thing you see. It will still be there in an hour. Look around, find out price on comparable products and find someone you can talk to try to buy from (e.g., manager who can make decision).
Make sure you get a receipt and appraisal paper - This will help you find out if you really had a deal.
Be careful with your purse!
Do not tell them how much you want to spend! If you do, this is the price they will charge you. Tell them what you are looking for and then only after they show it to you and indicate the price should you
tell them what you wanted to pay. That will leave you in a better bargaining position.
Tricks they can play
- They can show you a certification that doesn't belong to a diamond. To prevent this type of trickery, check the diamond stone in a loop to make sure the inclusions match the ones shown on the chart. If you have any doubts, don't buy it.
- They may sell you a synthetic and treated diamond stone as real diamond stone. This will be hard for you to identify unless you know jewelry. However, a good rule of thumb is
anything that looks too perfect and is at a 「great」 price probably isn't real.
So, I would look for a diamond with defects. A perfect stone is likely not a real diamond.

P.S. Have you checked out Costco.ca? Their on-line diamond products are quite good in terms of quality (VS2 and I color) and price. I highly recommend Costco.
The info I gave you is based on my friend's experience. I haven't bought any diamonds from NYC yet. But I have collected good enough information, just in case one day I will go and check it out.
