the time when you bought the house, your lawyer already did all those registration for you, of course, at your cost.
If you are only doing mortgage renewal now, your bank will not ask for title insurance. But if you want to borrow more than what you priviously borrowed, the bank needs to register again...i..e there's some title insurance cost.
If you want to borrow with another lender, yes, you have either pay the title fee or you need to go through your lawyer, of course, I believe the lawyer charges you more than the title insurance does.
