LZ is a nice person, willing to be reasonable and add the "sunroof" cost.
In my opinion this dealership is a very CHEAP one. I agree with other posters that, you should send a written letter (registered mail) to the dealer requesting them to deliever your vehicle as specified in the purchase agreement.
Yes, the contract does NOT say the VIN, and you don't really care about the VIN. As long as they:
- Deliver a vehicle as specified in contract (same model, same options, same color).
- Deliver the vehicle in the timeframe specified in the contract.
- Honor the price specified in the contract.
I think you should:
0. Make sure you carefully read the purchase agreement and fully understand all clauses and those fine-prints. It's very important to ensure you have all the facts right before taking further actions.
1. Send a written letter in registered mail (keep post-office receipt and photocopy the letter for future reference) to the dealer, requesting them to immediate complete the transaction per purchase agreement.
2. Continue to contact GM Canada and OMVIC. Hope they can push the dealer.
3. At you next appointment with dealer, insist that they follow the purchase agreement. If they are nice to you, you may offer to pay the cost of sunroof. Otherwise you can stick to the price on purchase agreement.
Also let the dealer know, if they don't follow the contract, you will contact BBB (Better Business Bereau), Ottawa Citizen (newspaper), CTV news to tell other consumers about your real story. Plus you reserve the rights to sue them for breaking the contract.
This is to let them know they are risking much more than the $3000 they try to grab from you. Hopefully they'll back down.
