I heard the Public health stuff said the dog's owner was mad when they came to observe her dog. I said before, she is not a responsible person: she tried to run away when her dog bit my dad. So, I think the best way to find a legal person to contact her not me.

We are not low income, so we couldn't get free leagal help in the small claims court.

我不是不相信你，因为也是第一次在国外遇到这种事情，第一次和警察打交道，加上我父亲也受到了惊吓，他又有糖尿病和高血压。那只狗是个大黑狗，看上去挺吓人的。我妈也给吓得不轻，特别担心。从中国出来的都知道狗咬了必须打狂犬疫苗（无论狗是否打了），否则会死人的。谁也不知道这边会是这样啊。老人来探亲，要是真有个好歹，怎么办啊？所以我也挺六神无主的，上网来给大家寻求帮助。

昨天一直在queensway和general两个医院和医生沟通交涉，和ottawa city,和ontario health care联系。说起来好像是很简单的事情。但在加拿大，如果牵涉了要政府做的事情，永远都不简单。医生说必须看到狗是否有免疫记录才决定给不给疫苗。我们和ottawa city联系，转到health care,又说只有public care才有资料。又联系public care，结果下班了，没有人应答。又转回health care,他们说要订疫苗必须要有professional medical意见才能给。又把我们踢到ontario health care去。ontario health care转给了registered nurse,电话里问了1个小时的问题，最后说：i can't say anything. What my suggestion is going to the hospital emergency ASAP. 球又给踢回了医院，我们就又去了医院，到了那里，医生又说必须和public health联系，要狗的记录。整个就是转了一圈，回到原点。医生又和ottawa city打电话，我们又和他们再交涉。我把同样的事情来来回回不知道重复了多少次，叹气。。。

wiki，我知道你是这个坛子里的名人。你在这里很长时间了，又在政府工作，了解很多大家都不知道的东西，给大家提了很多很好的帮助。我在妈妈论坛里也跟你学了不少。

可说话有时候能不能不要那么冲好吗？这种事情放在谁身上都会着急。也可能是我比较愚笨，沉不住气，不冷静，所以有问题一着急就忍不住上来问了。

同情LZ啊，父母来探亲遇到这种事情还真是挺郁闷的，希望能顺利解决。对方如果耍赖，找个律师和对方打交道应该是比较好的办法了。我一个朋友被猫狠狠咬过，当时也是要求医生打疫苗来着，可也是不给打。渥太华好象是没狂犬病的，别太担心了。

我可以给你个建议。狂犬病在动物发病前10天内才有传染性。如果有条件，10天后去观察一下那条狗。如果那条狗没有异常的举动。那就算它是带病的也没不会传染的。
