省府还有什么东西可以卖的？酒的经营权可以买呀， 公路也可以卖呀，医院也可以卖呀， 学校也可以卖呀。。。。收税的“right" 不能卖，以之相应的提供服务的“right" 可以卖出去。 妙计。把旧体制下的税收保留，旧体制下的责任义务摔出去，叫着新体制，又叫私有化。还好过去的体制积累了一些如今值钱的"right"。这样老百姓就被两头坑了。
