You should call CCRA to see if they have the record of that T4. This is how the system works, every T4 is issued, CRRA will have a copy anyhow. If you forgot to file that T4, CCRA will adjust it for you automatically and inform you on your Notice of Assessment.
If CCRA has a copy of the T4, but didn't adjust the income for you in 2002, then you can call the CCRA ask them to do a internal adjustment, and CCRA will issue you a revised Notice of Assessment.
If somehow CCRA didn't have your T4, and you would like them to adjust 2002 income, you will have to fill out a T1 form requesting income adjustment.
I think the best way is to call CCRA to find out which way that you should go.
By answering your question, no you can't file it with your 2003 return.
