I think we need to do some more research homeworks. Here are some information I collected so far
1) It is possible to drop canoe from Quebec side:
--------------------------------------------------------------------
Most of the land on the Quebec side is either private property, woods or
too near the rapids.
But, you could probably drop the canoes at the end of Hemlock road which
reaches the river but is not to close to the rapids.

-I definately 2nd the advice about rescue boats. a larger motor powered
boat would be much safer (especially one with a ladder or another easy way
to get out of the water). If this isn't possible, you should have 2
paddlers per canoe. it's important to have enough capacity to get all the
swimmers out of the water if req'd.
-practice rescues before you attempt the crossing. Deep water re-entry into
a canoe takes practice. Plan for the worst case possibility that you may
have to rescue a semi/non-responsive swimmer

RAPID,STUDY NEEDS TO BE DONE CAREFULLY HOW TO AVOID RAPID
----------------------------------------------------------------
I have no expertise or knowledge about what you are proposing to do, but
be aware that you are pretty close (upstream from) Deschennes Rapids,
which has, over the years, killed swimmers on a regular basis from what
I recall. I would consider swimming near those rapids to be very dangerous.
