The goal should be clear ----- educate drivers and increase safety, nothing else.
Up to this point, the government actions seem to stop at issuing the tickets and collecting the money from fines. No corresponding programs funded by the collected money to improve road/bridge condition, to track the progress and effectiveness of the higher-penalty, to monitor the repeat offenders.
Despite its surface looking like to protect the safety on the road, I think the whole thing is being used as a money-generating-tactic. That is very shameful.
I think there are better ways than tickets/fines to deter bad driving. Only that due to such measures cannot generate revenue for the government, they were not adopted.
