How can I apply for canadian computer M.E or computer Ph.D study

<HTML> I graduated from economic department in a domestic university in 1992 with a university diploma.But I hadn't gotten Bachelor egree.Now I want to take remote post-graduate education sponsored by one of famous Universities,and I want to major in computer technology (would my thesis be passed,I could get the engineering master degree). Now I am also applying for immigrating to canada. Could you tell me if I can apply for canadian computer M.E or computer Ph.D study after I land in canada?How can I achieve this?
