OTTAWA — Prime Minister Stephen Harper has shuffled the senior ranks of Canada’s public service with moves affecting a dozen departments — but he kept their boss and his top bureaucrat in the job. The long expected shuffle gave new jobs to six seasoned deputy ministers and promoted Simon Kennedy and William Pentney to the top posts at International Trade and Justice Canada, respectively. The shuffle kept Privy Council Clerk Wayne Wouters in his job, ending any speculation that he was about to retire.
