OTTAWA — A new book by Carleton University sociologists offers a critical take on the role of government intervention in the lives of young people living precariously on the margins of the nation’s capital. Karen Foster and Dale Spencer were hired by an Ottawa youth employment agency to figure out why the centre was having difficulty recruiting and retaining participants for its program, which was designed to help marginalized young people gain job skills and secure work experience.
