I am so sad to read this news. My mom, as a pedestrian, experienced the same type of accident in Kannta, with no further investigation and no charge to the driver. I ended up paying from my insurance for medical cost and my insurance consequently increased in the following years for it. It was a pedestrian walking sign (clearly), and she started to cross. When she was close to the middle divider, there was a van making left turn, and hit her. She got broken ankle and back injury. When I rushed to ER, the police officer told me that the driver was a good man and he didn't flee from the scene (which is obviously irrelevant to the nature of the accident), and the officer also claimed that the driver blamed my mom was crossing in a non-pedestrian light and the weather was foggy that he could not see her. This was clearly a lie since my mom would be a much bigger object and she was about half-distance from the driver than the traffic light (which means the driver either lied about the traffic light and/or he was also reckless driving not seeing my mom's crossing and maybe he was rushing the turn by avoiding oncoming traffic). Unfortunately, the police officer didn't bother to investigate his credibility or to attempt finding witness. There was no follow up investigation and the driver got only a fine of $150. BTW, I don't want to imply anything, but the officer did not bother listening to my mom's story even when I offered to translate. She did not speak much of English and we are clearly visible minority. Multiple follow-up calls to HQ turned out to be complete waste of time. The most important thing is the well-being of my family.
