We are long beyond a debate about engaging China. The fact is that China is engaging us across a wide spectrum of interests. China’s economic impact on Canada is significant and growing. But we also need to be aware of China’s profound influence on global health, food safety and the environment, not to mention global security issues. China is a leading source of new citizens, students, tourists and investment dollars. How well are we preparing young Canadians for a future in which China is becoming steadily more important to us?
China represents the emerging challenge for Canadian foreign policy. How do we work out a future relationship with China that is respectful, taking account of China’s remarkable achievements, while remaining true to our own deeply held values in areas like human rights? How do we maximize the people-to-people and economic benefits that flow from closer relations while mitigating the inevitable challenges that come with the rise of a country whose world view is often at odds with our own?
David Mulroney
is a Distinguished Senior Fellow at the University of Toronto’s Munk School of Global Affairs. Before this appointment, he served as Ambassador of Canada to the People’s Republic of China from 2009 to 2012. Prior to his appointment to Beijing, Mr. Mulroney was assigned to the Privy Council Office in Ottawa as the Deputy Minister responsible for the Afghanistan Task Force, overseeing inter-departmental coordination of all aspects of Canada's engagement in Afghanistan. Among other assignments he was Associate Deputy Minister
of Foreign Affairs and the Prime Minister's Personal Representative to the G8 Summit. Immediately prior to that, he served as Foreign and Defence Policy Advisor to the Prime Minister of Canada. Further in the past, he served on overseas assignments in Taipei, Kuala Lumpur, Shanghai and Seoul, and from 1995 to 1998, he was Executive Director of the Canada-China Business Council. Mr. Mulroney was born in Halifax and graduated from Saint Michael’s College at the University of Toronto.
