The higher-level waste inventory at Chalk River includes:

* More than 7,400 spent fuel rods, fuel assemblies and related items and units from the operation of the National Research Experimental (NRX), National Research Universal (NRU) and Zero Energy Deuterium-2 reactors. The oldest rods are made from natural uranium, while some from the mid-1960s and beyond contain highly enriched uranium.

* 4,825 spent fuel bundles from the first nuclear reactor to generate electricity in Canada, the Nuclear Power Demonstration (NPD) at Rolphton. (Sixty-one bundles come from reactors at Pickering and Bruce, and from the shutdown reactor at Douglas Point.) The fuel includes irradiated natural and depleted uranium, thorium and plutonium.

* About 300,000 litres of mostly intermediate-level liquid waste, plus a smaller amount of high-level liquid waste, from the production of medical isotopes and Cold War-era fuel processing experiments was stored in underground storage tanks at the end of 2007. All but one of the tanks was built between 1947 and 1960. Natural Resources Canada reports that "aging tanks that contain higher-level radioactive liquid waste are rusting. The tanks are not leaking at this point, but there is evidence of corrosion." The contents of seven of the tanks has been handled by Chalk River's waste management centre, but the Canadian Nuclear Safety Commission says it is "paramount" that AECL deal with the remainder in a proposed project to cement and solidify the waste for eventual permanent storage by 2019.

Meanwhile, decades of work on isotope production, fuel fabrication, tritium processing and the reactors themselves, much carried out with a secret, military mindset, has left chronic, low-level radioactivity.


Tests show about 270,000 square metres of land draining into the Perch Lake basin are contaminated with cesium-137, strontium-90, cobalt-60 and tritium, as are about 70,000 square metres of land draining into the nearby Maskinonge Lake basin.

AECL has yet to decide whether the contamination can be managed on site, or if the soil needs to be removed.

In the meantime, it says the contamination is closely tracked by a groundwater monitoring program that routinely samples about 170 locations across the site for radionuclides, major ions, trace elements and organic compounds. It says data indicate conditions are stable or improving.

Areas of concern extend beyond waste area A. About 750 metres west is the larger, 14-hectare Waste Management Area B where CRL's deadliest wastes are kept.

Opened in 1953, low-level wastes were once buried here in unlined trenches capped with sandy fill, a practice discontinued in 1963.



Today, high-level irradiated uranium and thorium and fuel rods from more than 50 years of reactor operations are stored in shielded concrete cylindrical tile holes 4.9 metres deep.

Also buried in the 750 holes are hot cell waste, experimental fuel bundles, unusable radioisotopes, active exhaust system filters and fission products from medical isotope production.

One hundred of the tile holes, containing an estimated 175 highly-radioactive old prototype fuel rods encased in aluminum, have been invaded by water, which is corroding the rod casings and old reactor fuel. (An estimated 600 other rods in the leaking tile holes are clad with zircaloy and stainless steel and remain unaffected.)

Once the fuels lose structural integrity they can become difficult to recover.

Worst-case, the dampness can generate uranium hydride and hydrogen, which under certain conditions can ignite and explode, according a 2008 report by the nuclear safety commission.

"These fuels are being safely stored but continued corrosion of this fuel would increase the hazards and costs of continued fuel storage, recovery and ultimately decommissioning of the CRL waste storage structures," it said.
