OMB Sides with Clublink for Glen Abbey Development

The Ontario Municipal Board has ruled in favour of Clublink for the full development of the Glen Abbey Golf Course. The Town of Oakville has to make two significant time constrained decisions. Town staff have 120 days to consider and decide on the merits of the rezoning application and 180 days to consider and decide on the application to amend Oakville’s Official Plan.
If decisions aren’t made within the time constraints, Clublink would be able to appeal directly to the OMB to make a decision. OMB’s decision making power has not gone unnoticed. In fact, Oakville Mayor Rob Burton has been vocal about the OMB and has described it as unaccountable, arbitrary and antagonizing.
The recent decision by the OMB is disheartening for many in Oakville, especially as the OMB has recognized the validity of Oakville’s planning studies that looked at the growth and heritage impacts of Glen Abbey redevelopment.
Now that the application for development has been approved, the town will now have to start planning for 3,222 residential units and 121,000 square feet of new commercial space, as well as the extra traffic that will increase congestion on Dorval, Upper Middle, and the QEW. In addition, Oakville will have to decide on how financing will work as the development of Glen Abbey Golf Course also might end up being a net cost to the town.
Nevertheless, Oakville is proceeding with the Cultural Heritage Landscape assessments and Urban Structure Review. Until these are completed, no substantial changes can occur on the land.
