The commander of the USS Theodore Roosevelt who in a memo warned Navy leadership that more action was needed for the Covid-19 outbreak on the ship is expected to be relieved of duty for being suspected of leaking the memo, a defense official tells CNN

Capt. Brett Crozier wrote in the memo, "We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset — our Sailors," Capt. Brett Crozier wrote in a memo to the Navy's Pacific Fleet, three US defense officials have confirmed to CNN.

The US Navy aircraft carrier where an outbreak of the coronavirus has spread to over 100 sailors in recent days.

"Decisive action is required. Removing the majority of personnel from a deployed US nuclear aircraft carrier and isolating them for two weeks may seem like an extraordinary measure," he wrote in the memo. "This is a necessary risk. It will enable the carrier and air wing to get back underway as quickly as possible while ensuring the health and safety of our Sailors. Keeping over 4,000 young men and women on board the TR is an unnecessary risk and breaks faith with those Sailors entrusted to our care."

The US Navy declined to comment.

据最新报道，荷兰海军部收到一艘正在苏格兰海岸外北海水域进行演习的荷兰潜艇“海豚”号（Dolfijn）的求救信号。

该艇称，艇上58名船员中有15人出现了咳嗽或轻微发烧症状，经过核酸检测，其中8人确诊为新冠肺炎，而另外7人目前检测为阴性，但并不排除为潜在病毒携带者。

有鉴于潜艇属于绝对封闭空间，又常年在深海中活动，一旦爆发疫情不堪设想。目前，“海豚”号已经紧急申请终止演习加速返航，该艇将驶往荷兰登海尔德海军基地，全员都将被隔离。

这是继美国“罗斯福”号核动力航母后，又一艘在外海执行任务的作战舰艇爆发了新冠疫情。而相对于庞大的10万吨级航母“罗斯福”号和5000余名官兵，只有2800吨水下排水量的“海豚”号上只有58人。显然，在这么小的潜艇密闭空间中，病毒传染比航母上要快得多，说不定等抵达荷兰海军基地，艇上所有人都将被感染。

据荷兰海军部通报信息显示，最初艇上有一名病毒检测呈阳性的患者表现出了强烈的症状，先是咳嗽，后是发烧。其他7人很快也出现了类似症状。而另外几名船员症状稍轻，尚未检测出病毒。

目前对于潜艇上的病毒从何而来，荷兰海军部并没有做出确切的解答。

一种猜测是这些感染患者在荷兰上船时就已经患病，属于潜在患病期，到了海上才爆发。

还有一种猜测是潜艇在英国停靠时从英国传染的，目前有报道称潜艇曾停靠苏格兰某军港，不排除艇员下艇后与英国病毒携带者密切接触后被感染。

“海豚”号潜艇属于荷兰在上世纪70年代末发展的海象级常规动力潜艇，水下排水量2800吨，拥有4具533毫米鱼雷发射管，可发射MK37、MK48型鱼雷，也可发射“捕鲸叉”反舰导弹，还可以布放水雷。属于一种近海防卫型潜艇。

上世纪80年代末，荷兰出口了2艘潜艇给台湾当局，遭到我国强烈反对。此后，台方还多次表示希望能够继续采购荷兰潜艇，包括二手的海象级潜艇。由于有前车之鉴，因此荷兰始终未敢答应出口。

这次被病毒感染的“海豚”号是海象级的三号艇，于1986年开工建造，现在算来也是比较老式的潜艇了，作战效能有限，加上荷兰海军并没有太多的远洋战略，因此这几艘潜艇主要在近海打转，最多前出到英国以北的北海活动。

在这波新冠疫情中，荷兰社会也没有能够幸免于难。

3月31日，荷兰国家公共卫生与环境研究所发布公报称，过去24小时内荷兰新增新冠肺炎确诊病例845例，累计确诊12595例；新增死亡病例175例，创有疫情以来单日死亡人数最高纪录，累计死亡病例达1039例。

随着新冠病毒疫情的爆发，削弱了荷兰社会的生产和需求，进一步推高了失业率，恶化了政府财政，荷兰经济今年将进入自2013年以来的第一次衰退。

欧洲央行称，荷兰作为欧元区第五大经济体，2020年经济增长幅度可能缩水1.2%，这取决于控制新冠病毒的措施需要多长时间起效果。

而“海豚”号潜艇被感染病毒，只是荷兰社会的当前的一个缩影而已！

A US Navy official tells CNN that 173 crew members of the USS Theodore Roosevelt have now tested positive for coronavirus.

About 61% of the crew has been tested. Approximately 2,000 people have been evacuated from the ship and moved ashore.

Remember: The Navy said it wanted to move 2,700 ashore by Friday so they are still behind schedule.

There are 286 sailors aboard the USS Theodore Roosevelt who have tested positive for Covid-19, a US defense official tells CNN.

More than 90% of the crew have now been tested.

There are 2,329 sailors who have been moved ashore. However, that is still behind the April 3 target of 2,700.

There are now cases of coronavirus affecting US Navy ships beyond the USS Theodore Roosevelt.

In addition to the Roosevelt, the USS Ronald Reagan — which is currently in Yokuska, Japan, in maintenance — has 15 positive cases. Vice Chairman of the Joint Chiefs of Staff John Hyten also said Thursday that there is a “small outbreak” of coronavirus on the aircraft carrier USS Nimitz.

“But it’s not a huge breakout, it’s not a big spike at this point. There’s been physical separation of sailors on that ship,” he said at a Pentagon briefing. Hyten said they are watching it “very closely before the Nimitz goes out.”
