粗略想了一下，唯一可以对俄国进行比较坚定彻底制裁的国家好像只有加拿大了，不需要依靠俄国的能源生存，那些欧洲国家大多只是唱个高调，有短处捏在俄国手里，制裁进行得千疮百孔。

加拿大本来可以无所畏惧的，可是这个燃气轮机不送，又会误伤队友。

误伤队友？感觉乌克兰更气壮一些，似乎比德国更像队友。而且乌克兰是反对的。
