This is mostly for renewals. If you've taken a cashback incentive when you signed your first mortgage and want now to switch to another one within the SAME financial institution, in most cases, you could carry over the cashback amount to your new mortgage. In this particular BMO promotion, there is no cashback carry-over allowed, so if you do want to switch to the prime - .85 open variable rate, you'll have to pay back the cash back PLUS the penalty.
Cashback is normally deducted by 1/mortgage term every year, i.e. if your mortgage term is 5 years, every year your cash back amount would be duducted by 1/5 of the total cash back amount.
