You will never win if you complain this case. My friend had a similar experience. The proper way to do in this situation is:
1. Stop before the stop line if you cannot turn left b/c the opposite side cars are coming and wait for the road is clean.
2. Prepare to turn when the left side cars are running over and check no pedestrians at left side (you have to show to the examiner you do the pedestrian-check) when the traffic light is still green, then turn left.
3. If you get no chance to make a left-turn until the traffic light becomes yellow, you should not try to turn. You are in the safe spot and have no risk to block the cars.
Imagine a case like this: you stopped your car over the stop line (i.e. in the middle of the crossroad) to wait for the opposite cars running over. When left side cars were over and you attempted to turn at the time the light became yellow, suddenly you found pedestrians were walking over the street that you were going to turn. At this time you could not turn b/c the pedestrians blocked your way and you stopped at the middle of the crossroad and you blocked the cars from right and left sides. You would be definitely failed by the examiner.

If he waits there and can't find a proper chance to make left turn until a red light comes up, he still can complete left turn. Other direction's car facing green light must wait for road's clear to start. Please follow the traffic rules but not own understandings.
There is no "should be" but always "what the rules say".
