The Ottawa bus drivers’ strike enters its 12th day Sunday with no sign of a resolution in sight despite a lengthy meeting Saturday between city and union negotiators.

However, spokesmen for each side tried to be positive given that talks were to resume Sunday.

Mike Kouri, 57, OC Transpo bus driver, is furious with the intransigence of union boss Andre Cornellier since the strike began, labelling him "arrogant, unreasonable, a dictator."

"I know for a fact there are a lot of drivers screaming to go back to work," Kouri said. "They'll accept the city's last offer."

"I voted to reject because we were told you always reject the first offer. But it was not a vote to strike, it was a vote to reject. We were led to believe we'd have another chance to vote if it changed. Well, the offer did change in significant ways between Wednesday and a week later when he (Cornellier) called the strike, but he didn't give us a chance to vote on it."

“There was never any offer of binding arbitration. It was never offered to us,” Mr. Cornellier said in a Citizen interview.

Mr. O’Brien said the city offered to take the work scheduling issue, the key sticking point in the dispute, off the table and submit it separate arbitration. He said the union rejected the offer.

Attempts to reach the mayor Friday were unsuccessful. However, city spokesman Michael FitzPatrick explained — according to notes he took at the news conference — that at a meeting Sunday between OC Transpo head Alain Mercier and Mr. Cornellier, the union leader was asked if he was interested in submitting the issue to binding arbitration and he told Mr. Mercier that he was not.

Mr. Cornellier said that at the renewed talks, the union agreed to relinquish control of work scheduling to OC Transpo if it would guarantee eight hours of work for the drivers, some of whom end up working six hours. The city refused and Mr. Cornellier said as long as the issue remains unresolved, the walkout will continue.


这个要求好像比较高。据我所知,OTTAWA 不少工作都是基于需求,许多人都是处于 ON CALL 状态。考虑到 OCT 的工作性质,我想不少新司机工作量也不会满。

Mr. Cornellier also said the union is sticking to its wage demand of 9.25-per-cent increase over three years. The city has offered 7.25 per cent.

“If they want to give us less of a raise, they should give us something else in return. That is bargaining,” he said.


这个工会够狠的,这么个 BARGAINING 法!也不看看现在是什么年月。看来scheduling只是工会的障眼法,他们是什么好处都要要的。

“The people have gone through the big inconvenience. They’ve learned to walk, cycle, carpool and are now conditioned for the strike. The damage is done and the workers have now lost the advantage.”

As time goes on, he says, the workers will become more and more restless as they miss paycheque after paycheque.

如果回到12月10日之前,我不赞成市长一定要拿回scheduling:一个80万人口的城市为了每年3M这么折腾实在太不值了。但是既然罢工开始;既然我们已经被折腾近20天了;既然工会不单是为scheduling,还有其它无理要求,我也只好站在市长一边了。让那帮司机接着罢工吧。我只希望这次罢工能有一个结果,就是让那帮司机知道罢工这种把戏不那么好玩:省得他们3年后又罢工。

还有乘客自己掏的钱。
去年 CITY 给 OC Transpo 的 Funding 是 152M,大约每星期 3M。

用这么多人,是因为他们只工作6小时/天(工作6小时,按8小时计算工资)。如果他们实实在在工作8小时,可以裁员30%。

不过,有个特殊原因。他们每天工作两班,每班三小时。两班间隔数小时。

Labour Minister Rona Ambrose is expected to respond as early as this week to the city’s request to force a vote among striking transit union members on the latest city offer.

The federal minister and her cabinet colleague, Transport Minister John Baird, are currently evaluating the situation and what the government’s response may be to bring this strike to a conclusion, said Baird’s press secretary Chris Day.

“The interest of the public and the need to get buses back on the streets is our primary concerns,” said Day.

The city has asked for a supervised vote by Amalgamated Transit Union Local 279 members, who have been waging a 20-day-old strike that has crippled the nation’s capital and shows no signs of ending.
