This is my own opinion based on my experience, if parents do not understand French, then don't bother sending your kids to a french school, both you and your kids will suffer big time. Education requires lots of interaction between parents and school, you must keep in mind that communication is done mainly in french, be it homework, agenda, events, volunteer work, etc. if you can't help your kids cope with new language, you are only discouraging him/her in studies and in social life.
Of course rules are not carved in stone, you can always talk school out and they'll admit your kids to french program. To me, ranking does not play as bigger role in determining a child's future, especially in elementary schools, but rather we should look at how comfortable and at ease your kids are at the school, that the school offers a safe and clean environment and that the teachers and staff are caring and unbiased, that, to me, is the top school to die for..
