I just faild this question last year and the only question I faild and that's I got been eliminated from the process. I thought this is a simple question using my knowledge gained from day to day work in private sector. Normally in this situation, manager would assign some resources in B to help A for meeting the deadline. But later on I realized this is government they adapted the processes from the open source world, which reducing the features for meeting the deadline, which is mostly unlikely in private sector, how can you not deliver the features you promised your customer? But they used their way to judge you and you can't argue for that. I realy felt sick about it.
