另外,他要拚的国内的那个位置,如果没这个加拿大的title, 罩不住。;)

他在加拿大混了这么多年,回去干,难啊!
 
见过蒙特利尔的几位中国教授和刘维宁在一起. 没有什么不良印象, 典型的中国知识分子, 不是耀武扬威,夸夸其谈的人.

国内要能找到比刘维宁合适的人选? 夸父计划,就是一科研项目,我看就是干活而已,首席科学家, 人事权和财权都不一定有, 就是带头干活.

不看权和钱都让人拿去了,较真一修饰词.

报国热情是好,这路也太难了. 这上下左右挤兑着, 恐怕要脱胎换骨.

The scientist working in government of Canada belongs to the system of public servants. They are in the category of Research Group (SE-RES) in the government of Canada. SE-RES has 5 levels (Res 1 to Res 5). Level 1 (Res-1) is the lowest level in which the research scientists are usually just graduated from University with at least Ph.D degree. Level 5 (Res-5) is the highest level that is higher than title Senior Scientist (Res-4). In the government of Canada, there are currently only a few (countable) of scientists in Res-5. Most of scientists are usually retired at Res-4 or Res-3. The promotion to higher level is depending on the scientist's professional level, not depending on the working years in government. In the scientist promotion standards, it requires the scientist demonstrating high productivity, high creativity and highly international recognition. In other words, the Res-5 scientist is required to be a international leader and represent the most advanced research level in his research area. Dr. Lui should have passed all the professional reviews and qualified all the criteria when he was promoted to Res-5. There is no doubt that Dr. Lui is the only one Res-5 scientist in CSA, so he is deserved to be called lead scientist, principal scientist, chief scientist, or even first-place scientist... in CSA (If we translate these titles into Chinese language, which words should be better corresponding to?). Dr. Lui’s scientific comments should have important influence on the decisions made by the senior management team in the government, although Dr. Lui has to be directed by the President of CSA, director of his research branch or even his research managers.

这个"首席科学家"的翻译是有问题。

问题出在中文的"首席"二字上,首席自然是独一无二的。

所以,刘称自己为"加拿大国家航天局首席科学家"是有问题的。但是,如果刘确实在他那个领域是位CHAIR,加上技术专业/领域方面的修饰词做定语,就应该没有问题了,例如,加拿大国家航天局空间科学首席科学家。
问题是其他二十几个科学家也觉得自己是权威. 那就弄二十几个首席科学家了.

完全可能,只是在不同的领域。别看得那么重,就如同team lead,一个公司有数个,你不会觉得奇怪。这个是一样。:p

我脚得各位陷入了误区。 一个劲儿地谈论5级科学家,但却没有任何加国的证据证明这刘大首席就是加国的5级科学家,也许是4级,也许是3级。

A regular day for Dr. Yan Li just might include flying to Vietnam to identify the H5N1 virus infection in humans or working seemingly endless nights battling SARS or H1N1 here in Canada. Whatever the issue, Dr. Li and his team are always ready to take on new and important challenges.
In his day-to-day work, Dr. Li, Chief of the Public Health Agency of Canada’s (PHAC) Influenza and Respiratory Viruses Section at Canada’s leading public health infectious disease laboratory, the National Microbiology Laboratory (NML), is often called upon to prevent, identify and control dangerous and emerging viruses from around the world. That can mean that Dr. Li’s workload is often staggering. During the H1N1 pandemic, for example, Dr. Li and his team quickly analysed more than 2,100 specimens from the Mexican Ministry of Health and developed a test that enabled researchers to rapidly determine whether a particular specimen being tested for influenza was positive for the H1N1 flu virus.
Dr. Li attributes much of his success to his colleagues and the spirit of collaboration that exists within the NML. “Superior teamwork and strong partnerships within the scientific community are essential to success. We have one common goal in public health and it is only by working in close collaboration with other laboratories in Canada and around the world that we can accomplish our goals,” he says.
Through his commitment to public health, along with his desire to continuously improve as a researcher and manager, Dr. Li recently achieved the highest level of the Research Scientist (SE-RES) Career Progression Program – SE-RES-5.
The SE-RES Career Progression Program was developed to ensure that all federal researchers are evaluated against four valued outcomes: innovation, productivity, recognition and impact. By providing clear expectations, in conjunction with supportive management practices, researchers are able to better plan their career and access promotion committees in a timely fashion. The development of competencies, the assumption of increasing responsibilities and the delivery of valued outcomes are all required for progression within the program.
For aspiring researchers, he praises the SE-RES Career Progression Program which is focused on providing feedback at every stage of the promotion process. The program has facilitated Dr. Li’s growth as a scientist and as a manager through clear direction and the opportunity to dialogue with the assessment panel.
Dr. Li is a key advisor to Dr. Frank Plummer, PHAC’s Chief Science Advisor and Scientific Director General of the NML. “Dr. Li is an integral part of our research team at the NML,” says Dr. Plummer. “His success is a direct reflection of his strong work ethic and his dedication to science. He believes in public health and works very hard every day to improve as a researcher and to be ready for the next virus.”
