'Precarious' stop as driver doing 40 km/h in 401 fast lane pulled over

A 47-year-old Ottawa woman netted an almost unheard of traffic ticket Wednesday.

She was cited for driving too slow — a snail’s-pace 40 km/h — in the fast lane on Highway 401 in Front of Yonge Township near Brockville.

“Numerous” motorists called in the eastbound vehicle with its high beams on at about 8:10 p.m.

Police officers located the vehicle and made several attempts to get it pulled over safely. On the first go, the driver simply stopped in a live lane. Finally, after some “precarious” attempts, two officers pulled her over safely by making a tandem stop with one cruiser in front of the vehicle and the other behind.

The driver told officers that she believed the speed limit was 50 km/h instead of 100 because of signage on the ramp.

She was ticketed for unnecessarily slow driving, which carries a penalty of $110 and two points, plus failing to obey signs and failing to surrender an insurance card.

Under the Highway Traffic Act, “No motor vehicle shall be driven on a highway at such a slow rate of speed as to impede or block the normal and reasonable movement of traffic thereon except when the slow rate of speed is necessary for safe operation having regard to all the circumstances.”
