I have the same situation like you!
Rogers'd terminated the Internet Service since two days ago. They said they would not provide my account with Internet service for a period of one year because of my high bandwidth usage, namely, I downloaded too much. This Saturday, they will come to my home to pick up the modem.
Actually, this is the third time they shut down my cable modem. The first time, they shut down, I called them immediately, they turn on the modem and warned me with a few words. I lessened my downloading after that time. The second time, they'd shut down my modem for about one week due to the same reason. I lessend my downloading massively after that. In fact, I download a little. I play some online games, like Warcraft3. My roommates downloaded much more than I do. They use some P2P software, like emule, BT, edonkey, Imesh, and some other classic software to download, like Flashget, NetTransport. I can control myself, I can't control my roommates. As you know, it's hard to tell my roommates not to do something.
Between the second time and the third time they shut down my modem, we download much less than before, moreover, most of the files are downloaded through Flashget or NetTranport, not P2P software, which can apparently burden the network badly.
Yesterday, I got a mail from Rogers. In the mail, they said as the following:
Dear ......
Recently, several steps were taken to inform you of excessive usage on your Rogers Hi-Speed Internet account which is in violation of our end user agreement with you. Under our agreement, you are required to use the service in a way that does not create an unusually large burden on our network. The steps that were taken to inform you of this violation included sending you email and telephone messages, as well as temporarily suspending your service.
As we have communicated to you, Rogers has a responsibility to ensure that all of its customers experience a high quality of service and performance when using Rogers Hi-Speed Internet. Your continued excessive usage pattern has a negative impact on network performance. In fact, you fall within the category of less than 1% of our residential customers whose usage exceeds that of average customer by well over 2000%.
Regrettably, as a result of your continued violation of our end user agreement, we have no option but to terminate your account effective immediately. To avoid any modem equipment charges, it is important that you, if you have not already done so, make arrangments to drop off your modem at a Rogers retail location, or contact our customer service department at 1-888-288-4663 to schedule an appointment to pick up your cable modem.

I checked the End User Agreement, indeed I violated the agreement, in which the Clause 7 d. "upload, post, publish, deface, modify, transmit, reproduce, or distribute in any way, information, software or other material that is protected by copyright, or other proprietary right, or related deviative works, without obtaining permission of the copyright owner or rightholder." and g."restrict, inhibit or otherwise interfere with the ability of any other person to use or enjoy the Internet, any Equipment or other feature of the Service(s), or create an unusually large burden on our network, including, without limitation: posting or transmitting any information or software that contains a virus, lock, key, bomb, worm, trojan horse or other harmful or debilitating feature; distributing mass or unsolicited e-mail; or other wise generating levels of traffic sufficient to impede other's ability to send or retrieve information." are badly violated.
Yes, I downloaded movies ,TV series, PC games, software(like photoshop),music, etc. I have nothing to complain now. I violated the agreement first. I accept the termination of my Internet Service.
I suppose what I should do now is to call Rogers again to see if there is any chance they agree to reactivate my Internet Service or apply for Internet service from a new network provider.
Which provider would you please recommend me? Bell ADSL.
I heard that from my friend. It's slower to connect those servers(like China's) far away from the provider through ADSL than Rogers cable.
