I landed Toronto first, and moved to Ottawa in this March. I had ever thought about going back to Toronto as many friends of mine live there and a lot more Chinese supermarkets in town. However, it's so hard to find a job there and comparative pay is much less than Ottawa. A 1-bed room in Toronto will cost you more than $900 while a 2-bed room here costing me $835. Trust me, you won't regret choosing Ottawa as long as you can get an offer here.
I've never been Vancouver, thus I can't give you any comments on that. However, wherever you go, the most important thing is getting a job. Even it's heaven you can't enjoy it without money. As a hardware engineer, your chance of getting an offer in Ottawa, which is known as Sillicon Valley North, is much higher.
