Stephen Harper is promising that a government led by the Conservatives would dole out day-care dollars directly to Canadian parents.

Under a Tory child-care strategy, individual families would be able to choose how they would utilize the day-care money they receive from the government -- money intended to give parents more choice than the Liberals' plan.

Speaking at an Ottawa day-care centre Monday morning, Harper promised:

a $1,200-a-year allowance for every child under the age of six per household -- money which families can use in any way they want; and
$250 million in annual tax credits to fund a community child-care investment program.
The $1,200 payment, the so-called "Choice in Child Care Allowance," would be taxable in the hands of the spouse with the lower income.

"Now, of course, it costs more than $1,200 a year to raise a child," said Harper. "But this will help parents with the choices they have to make."

Harper said that unlike many of the current child benefits, his proposed child care allowance will not be clawed back from middle-income families.

He added his program is not intended to replace any existing benefit program -- it would be in addition to the current Canada Child Tax Benefit, the National Child Benefit Supplement and the Child Care Expense Deduction.

"It's hard enough to be a parent, but governments should support your choices, not limit them," he said. "In fact, the only people who should be making these choices are parents, not politicians, not the government."

Harper said he expects the tax-credit system will create 125,000 new child-care spaces over the next five years.

说起给6岁以前儿童的补贴,保守党的直接给家庭(明补)比自由党的NATIONAL DAYCARE(暗补)要好.

保守党:明补给家庭,爱怎么花,家庭有自主权.
自由党:NATIONAL DAYCARE,直接受益的是DAYCARE的WORKER/OWNER,家庭是间接受益.

$1200/CHILD UNDER 6可是不小的开销.应该有几个BILLION了.是个大举措.

I feel C$1200 is cheque (as it's allowance in the original posting) and also it's taxable but the tax is on the parent with the lower income.

Why don't you say it's good for low income family as I don't feel it's only lower income family who normally having more kids.

I also like this policy. Yes, C$1200 per child is not a small number. But I guess liberal would spend more on their univeral day-care program and you don't have the control on that spending.

The good aspect about this policy is this is not only for low income family like child tax credit. So the middle and high income could get benefit as well. It's about fairness.

It's not bad for family with no kids, as anyway the liberal will tax them and use the money for their universal day-care program.

估计私立学校的生意会好起来。人们应该有权力在私立和功立之间选择,例如医院和学校。

Stephen Harper unveiled a Conservative plan on Monday that would give parents of young children $100 a month for child care.

The Tory leader made the announcement at a noisy day-care centre in Ottawa. "This is just like a caucus meeting," he said on a campaign stop for the Jan. 23 federal election.

Addressing the challenges parents face in raising kids while trying to earn a living, Harper said, "The Conservative plan for families will help parents find that balance."

The Conservatives' two-part plan includes money to help create child-care spaces as well as the $100-a-month "choice in child-care allowance."

With the new allowance, families would receive $1,200 a year for each child under the age of six.

"Parents can spend the money however they wish. You can choose the child-care option that best suits your family's needs," Harper said.

Some child-care advocates, however, say the Tory plan is based on old, outmoded thinking.

"We've been trying to fund child care through benefits to families or parent subsidies for 30 years, and it hasn't worked," said Kira Heineck, executive director of the Ontario Coalition for Better Child Care. "We'd like to see investment directly in programs across the country."

The new program would not replace any existing major benefit program, Harper said. It would be in addition to the current Canada Child Tax Benefit, the National Child Benefit Supplement and the child-care expense deduction.

A Conservative government would also honour the one-year bilateral commitments the Liberal government reached with provinces for institutional child care, Harper said.

The new benefit would not be clawed back from middle-income families, he said. It would be taxable in the hands of the spouse earning the lower income.

"Government should support your choices, not limit them," he said.

Liberal Leader Paul Martin said he would put money into child-care programs.

"Mr. Harper has said he does not believe, and I quote, in subsidized child care and early development," Martin told reporters in St. John's. "Well, I do."

The second part of the Conservative plan calls for $250 million a year to be set aside for investment in community child care. The money is meant to increase the availability of child care by offering tax credits for capital investments in child-care spaces.

Harper predicted the plan would create 125,000 spaces over five years.
 
Looking at poll about how child money should be spent, PC leads Liberal for now. Child allowance did give Mr.Harper some bonus points.

The 5% GST promise by the Conservatives is being dismissed by the Liberals as an election ploy designed to buy votes. The Liberals say an income tax cut does more to encourage savings, corporate investment and improve productivity. (The GST would go down from 7% to 6% immediately, 5% by 2011)

For years now, some crime and punishment activists have called for a change in sentencing laws-so that violent convicts could be kept in prison or a secure mental institution if they are found (in court) to still be a serious threat to public safety after the completion of their original sentence.

Conservative leader Stephen Harper confirms he will ask Parliament whether it wants to reconsider gay marriage with a "real" free vote. Harper personally believes same sex unions should have equal rights and protections, but prefers the traditional opposite gender definition of marriage.

I understand you are talking about a few people in this society. But even for liberal's univeral day-care program, these folks won't work either after their kids go to the day-care. So no policy is perfct

Remember this is allowance, a kind of subsidy, not a full payment for child care. The contry cann't afford a full payment for child day-care. So as parents, you have to take the responsibilty with the help from the government.

自由党反击:保守党鼠目寸光

自由党马田认为,保守党连日来公布的一系列施政纲领充分暴露其目光短浅,也说明两党价值观大相径庭,几无共同之处。

马田在St. John's举行的新闻发布会上评论说:“按我的理解,保守党的儿童补助计划就是,一周为这些家庭提供$25津贴,但是对于绝大多数加拿大人而言,一天就可以将$25消费光,那些中产阶级家庭、低薪家庭在一周余下的几天内又得到了什么呢?”

加拿大儿童护理倡权联会(Child Care Advocacy Associationof Canada,简称CCAAC)主席Monica Lysack赞同马田的观点,她说:“一张小额支票并不能解决根本问题,不能减轻家庭抚养孩子的巨大负担,对政府而言也并非节约成本的好方法。这不是真正的儿童保育。政府还是应该继续投资儿童护理、日托等公共体系。”

既然自由党政府不赞成保守党的儿童保育计划,那么自由党有何举措?马田表示:“还是通过削减个人所得税,使每位加拿大纳税人都能得到真正的实惠。”同时,自由党还计划向各省拨款50亿,投资儿童日托计划。

自由党执政期间,也就是今年6月,已先后与各省签订了日托协议,其中安省第一年可获2亿7千2百万资金,魁省未来五年将获11亿资金。
