I called Keith Fountain’s office this morning, and was told he wouldn’t be in the office for most of the time except Wednesday January 18 between noon and 2:00 pm. Anybody who is interested in asking questions to Keith Fountain directly may want to call him during this time period, otherwise you will have to send him an email instead just like what I did after I made the phone call. The lady who answered my call knows nothing about this Taiwan Affairs Act, and she doesn’t know what Keith Fountain’s position on it is either, so I didn’t get exactly what I want. Hopefully I can get some response from Keith Fountain soon.
finalwinner - I strongly suggest you ask Keith Foundation about his opinion on this issue and post the result here. To do that, you will help Keith Foundation and his office to save a lot of time by avoiding phone calls and emails from curious Chinese Canadians. Besides, your have been acting as Keith Foundation’s representative at CFC for weeks, and people really rely on you for any information from Keith Foundation, so please don’t let them down. We all know you can do it.
BTW, what is Keith Foundation’s opinion on Falungong?

About Keith Fountain:
Fifteen years in the Canadian foreign service have given Keith a number of formative impressions and experiences. As a diplomat posted to Pakistan, Poland, Malasia and Afghanistan, he developed a respect for different perspectives, customs and traditions while living and working alongside Muslim, Buddhist, Christian and Hindu peoples. As Deputy Director of Northern European Division and Deputy Director of Afghanistan unit of south Asia Division in Department of Foreign Affairs, he proved his leadership and skills to achieve results for Canada. Keith also worked in the Privy Council Office for two years as a Foreign Policy Advisor, successfully advising the PM’ s Foreign Policy Advisor on Canadian Policy notably with respect to our engagement with Afghanistan, China and North Korea. He gained valuable insight and experience at the centre of decision making in the Government of Canada.
Keith Fountain believes that governments in Canada should respect that Canadians know best how to spend their hard-earned money, and that they should have the freedom and every opportunity to make the best possible life for themselves and their family. He believes that government should be accountable, tax wisely and enough to deliver the best results in areas, such as health and education, which benefit all Canadians and their families.

过去数周来,我有幸同渥太华中区的华人社区代表一起,就双方都关心的问题进行了探讨与磋商,其间我荣幸地向大家介绍了以Stephen Harper(斯蒂文 哈珀)为首的保守党竞选纲领。在讨论中我发现:在许多问题上,我们保守党的纲领与华人社区代表所关注的利益都表现了惊人的一致。例如:
一. “老吾老,以及人之老”,对于老年人,保守党给予更多的关注:为保护他们一生的辛劳所得,我们会把养老金的免税额提高到2,500加元,同时确保向他们提供更优质的服务。
二. 对于全民医疗保健,我们将建立等候期限保证体系,以此来缩短候诊与等候治疗的时间。这样,我们就可以保证所有的加拿大人都能得到及时有效的医疗保健与治疗。
三. 对于渐趋严重的社会治安情况,我们将推动立法,加大惩戒力度,对那些情节恶劣的,涉及贩卖/传播毒品,使用枪械武器和暴力犯罪的人进行强制性的入狱判决。
上述保守党的各项政策纲领已向大众宣布。作为保守党的一员,我坚决支持与拥护斯蒂文先生的这些纲领。
同时,作为保守党在渥汰华中区的国会议员候选人,我本人愿意重点在以下事务的推动上,全力以赴,服务于大众。
a) 降低税务,并使税收制度更公平合理化。一个由保守党领导的联邦政府将把联邦销售税(GST)立即降低到6%,并在今后5年内再进一步降低到5%。
b) 对新移民的新政策。一个公平人道的移民制度,将弘扬加拿大人宽厚仁慈和开放的价值理念,同时这也是在知识经济的背景下,在全球范围内加强我们的竞争能力的关键所在。
我们应当让移民与其家人团聚,从而使他们轻松地度过在加拿大生活的转型过程。
我们必须合理地简化合法的难民申请过程,但是同时要坚决迅速地杜绝假冒伪造的难民申请。
我们应该与各省政府和各行业协会联合行动,促进对那些拥有国外专业证书和执照的人士给以同等的认可。对那些有着境外学习经历的人,这将有助于他们在加拿大境内求职找工作。
c) 灵活的子女养育方案。子女的成长历来是各家庭关注的重中之重,对此 ,有的政党提出建立一个全国性的幼儿日托体制。这种体制开支昂贵不说,还缺少灵活性。对那些想自己在家全职抚养子女的父母而言,几乎没有任何意义。而一个由保守党领导的联邦政府将采取更灵活的方案,即对每个6岁以下的儿童每月发放100加元的补助,这些钱将直接发到孩子的父母手上。由他们选择如何使用??既可用在孩子的幼儿日托上,也可委托邻里代为照看,或资助父母一方或其它家庭成员留在家里全职照顾孩子。
以上种种,是我作为一个丈夫,一个2岁女儿的父亲的亲身体验,也是我从自己在加拿大外交领域15年的外交生涯中深刻领悟,更是从我一直以来所奉行的坚定信念:那就是, 我们加拿大人需要更多的自由与民主,我们有权选择自己的生活。
再次重申,作为保守党的一员,我坚决地支持保守党的竞选纲领。并承诺对这些关系到每个加拿大人的切身利益的问题,我们会有计划地着手去推动,去解决。
在经历了12年的充满了政治丑闻,腐败,和无所作为的政府之后,现在是到了改变的时候了。请您投保守党一票。

MORE CHOICE FOR CANADIANS

Over the past weeks, I have been honoured to meet with leaders from the Chinese community in Ottawa Centre. I have had an opportunity to discuss a wide range of issues that affect this community, and I am very proud of the platform put forward by my Leader, Stephen Harper.
The Conservative Party of Canada has a broad agenda that covers many issues of special interest to many of the people I have met over the past weeks:
• On seniors, we will protect their hard-won gains by increasing the pension income-tax deduction to $2500, and ensuring better service for seniors.
• On health care, we will cut medical wait times by establishing a Wait Times Guarantee. It will set wait time reduction targets to ensure that all Canadians are treated with medically acceptable time limits.
• On safer streets, we will bring in mandatory prison sentences for serious drug trafficking, weapons, and violent offences.
These are policies that the Conservative Party has introduced in the past weeks, and I am very proud to stand behind them.
At the level of the individual MP candidate, here are issues at the top of my personal agenda. I feel personally accountable for delivering on these priorities:
• Lower and fairer taxes. A Conservative Government will cut the GST to 6% immediately, and to 5% within five years.
• A new deal for new Canadians. A fair, compassionate immigration system underscores our Canadian values of generosity and openness. It is also crucial to building our competitiveness in a global, knowledge-based economy. We must re-unite immigrant families and ease the transition to life in Canada. We must streamline legitimate refugee claims, but stop bogus claims quickly. We must work with the provinces and trade associations to encourage equivalent status for foreign credentials. This will help everyone in Canada who has studied overseas.
• Choice in child care. The other Parties want to build an expensive national daycare system that offers little choice ? and does not respond to the needs of those who want to stay home to raise their children. A Conservative Government will give all parents $100 per month per child under age six to spend on child care needs as they choose ? whether formal day care, neighbourhood child care, or helping a parent or family member stay at home.
These are priorities that rise from my experience as a husband and a father of a two-year-old daughter. They rise from my 15 years of experience in the Foreign Service of Canada. They rise from my personal conviction that Canadians need more freedom to make choices in their lives.
I am proud to stand behind the rest of the Conservative Party platform. We have a plan to tackle the real issues that matter to Canadians. After 12 years of scandal, corruption and inaction, it’s time for a change.

面对着主要由新移民组成的听众,哈珀强调:背井离乡,远离故土地移民到加拿大,对谁都不是一件容易的事,而且可能一直要关山阻隔,困难重重。不过回顾历史,早期移民则更为艰难,有时甚至还会受到极度不公正待遇。因此保守党认为加拿大的华人社区应该得到政府对于“征收人头税”事件的公开道歉,并在合理的范围内得到赔偿。
在2005年12月8日,哈珀发表的一份声明中提到:“保守党长期以来就意识到:征收华人人头税是一个可怕的历史错误,现在是让国会和加拿大政府承认这一不公正的事件,并做出公开道歉的时候了。”

Harper reiterates call for Chinese head tax apology
TORONTO - In a campaign speech outlining his party’s position on immigration, Conservative leader Stephen Harper reiterated his support for an apology for the Chinese Head Tax and Exclusion Act.
In speaking to an audience largely made up of new Canadians, Harper said:
“It is tough to immigrate to Canada and it will probably never be easy. In the past it was harder, sometimes unjustifiably unfair. That’s why, for example, our Chinese Canadian community deserves an apology for the Head Tax and appropriate acknowledgement and redress of that wrong.”
On December 8, 2005, Harper issued a statement in which he said, “The Conservative Party has long recognized the terrible historical wrong of the Chinese head tax. It is time for Parliament and the Government of Canada to recognize this grave injustice, and to apologize for it.”

Recent media reports indicate that Liberal ministers such as David Emerson and Ujjal Dosanjh are running against their own government’s refusal to issue an apology for the Chinese head tax, while Paul Martin and Multiculturalism Minister Raymond Chan continue to support the government’s controversial position on the issue.
“This is yet another example of Liberals now running against their own record,” said Conservative campaign co-chair John Reynolds. “This is a clear sign of a government in panic mode, with ministers starting to contradict the official government position.”

Statement by Stephen Harper on Chinese head tax redress

NORTH BAY- Conservative leader Stephen Harper issued the following statement today:
“The Conservative Party has long recognized the terrible historical wrong of the Chinese head tax. It is time for Parliament and the Government of Canada to recognize this grave injustice, and to apologize for it.
I acknowledge the efforts of Conservative parliamentarians and candidates to obtain a just redress of the head tax. These efforts are in keeping with the historical achievement of a previous Conservative government in addressing the unjust internment of Japanese Canadians.
Any redress should also acknowledge the invaluable contribution made to Canada by the Chinese-Canadian community. A Conservative government would work with the entire Chinese-Canadian community to establish a consensus for reconciliation and redress.”
