The Ottawa city bylaw only regulates the height of a fence. The city bylaw does not address how or where the fence should be located.(I received a formal answer from the city when I made an inquiry several years ago).

There might be an earlier court decision on the similar issue (Unfortunately I donot have the citation as searching database containing all the previous court decisions usually requires a fee).

If you have agreed /permitted the installation of the fence on the property line, my gut feeling is that one inch is within the allowed error. I doubt the court will order the reinstallation of the fence due to the one inch discrepancy.

However, you may have a case if you did not give any green light to your neighbor.

Yes, I will split the cost. We have a mark (builder left it, I guess)to divide the lots. The post is moved to my side about one inch, and he put the board on my side, too. It is a tough problem. This neighbor looks a working class. Another neighbor did well to keep his fence in a correct position.

If you 不好意思, you would loose the ownership after 10 years. For your interest, you have to do it. It is because you are 邻居, so $1 rent is OK. Otherwise you have force youself not to care your lost.

Please correct me if I am wrong.
From what I've heard, you may have land dispute with your neighbour if it meets two conditions.
1. your neighbour had possession on your land and used it consecutively for more than 15 years.
2. the same neighbour claims the land after then.
For your case, the distance from your fence to your boundary is zero so you have nothing to worry about unless you built a set back fence.
