(1) Why do I need a friend or relative to buy a car, as it is still under my name?
(2) Even in my name, as it is registered in States, will it be still considered as pre-registered one?
(1) When you buy a car from a dealer, the address you provide to the dealer has to match that on your driver's license. Do you have a US driver's license of yourself?
(2) As long as a car is registered, it is considered as a pre-registered vehicle no mater under whose name. It has no MCO any more and only has a "Title", sinece the original MCO has to be handed in to the MTO office where the vehicle is first registered. You can import a car under your name to yourself.
