I don't think the ranks only inlude top builders, at least not Minto. It seems different every year, last year I saw different builders.

但是到了ottawa不会选地方，而且拼命盖房子，质量不好而且不懂渥太华的地面，搞得很多kanata的房子漏水，很多owner都在卖
