The Vancouver Police Department has issued an apology after a man said he was beaten by officers who knocked on the wrong door while investigating a report of a violent domestic dispute.
Plainclothes officers arrived at the right house at 2 a.m. PT Wednesday near Knight and 49th Street in East Vancouver, but they were at the wrong suite, police admitted in a news release Thursday.
Speaking through a translator, Yao Wei Wu told CBC News that as soon as he opened the door the officers pulled him out of the house and beat him.
He was hit multiple times on the back, head and face, said Yao, 44.
He said he did not resist because the men had guns.
It was only after they handcuffed him and asked his name that they appeared to realize they had the wrong man, Yao said.
The officers then called for an ambulance and a Cantonese-speaking police officer.
Yao was taken to hospital where he said doctors found fractured bones around his eye and multiple bruises on his back.
"A full and thorough internal investigation has been launched into the case of an eastside resident who was injured and arrested in a case of mistaken identity," Const. Jana McGuinness said in a news release.
The officers didn't realize there were two separate residences in the house, McGuinness said.
"The man resisted by striking out at the police and trying to slam the door, but the officers persisted in the belief that there may be a woman and child inside who could be in danger."
The man the police were looking for who lived in the other suite in the house was later found and arrested on suspicion of assault, McGuinness said.

明報專訊】溫市一名華裔男子,投訴昨日凌晨有兩名便裝警員到其住所調查案件時「點錯相」,不問情由便將他強行扯出寓所門外毒打和鎖上手銬,最後警員稱是「搞錯」。事主血流披面,眼骨爆裂,眼球受損,腰部及膝蓋瘀傷。其家人下午往警署投訴後,其妻表示要據理力爭還丈夫一個公道。警方傍晚發出新聞稿正式作出道歉,並會就事件展開全面調查。而溫市警局「一哥」朱小蓀昨晚亦親身上門,透過翻譯向事主說:「好對唔住。」

受傷44歲事主吳耀偉送院接受治療後,昨日下午已返回寓所休息。他對警方處理手法感到憤怒,並表示對警方調查案件方式失去信心。他昨日向傳媒講述事故外,也展示當時被警員扯破,且染上少許血舻的上衣。

他憶述案發經過時表示,昨日凌晨2時許,聽到有人按門鈴,於是從樓上走到樓下應門。他打開門罅察看,見到兩名年輕男子,但不認識對方。他尚未開口查問對方時,對方其中一人用腳頂覑大門,隨即不由分說將他強行扯出門外,他跌倒在地上,然後就遭到毆打。

他稱,被毆打時曾以廣東話高呼求助,對方沒有理會,繼續毆打他。

他說﹕「上衣被扯破,被毆打後更被鎖上手銬,頭部和身體感到痛楚,當我雙手觸摸頭部和面部時,濕濕漉漉,鮮血已染滿雙手。」對方這時開口查問他是什麼人,他才能夠有機會向對方說出姓名。

他表示,妻子聽到嘈吵聲,出來察看,看見丈夫被毆打至血流披面,感到非常傷心。妻子呼叫致電報警,但對方向她說,他們便是警察。便衣探員隨後致電要求其他同袍提供協助,其後3名警員到場,其中有警員能操廣東話。

他說,在場警員調查事故後,似乎發現問題出錯,曾向他本人表示「搞錯」(make a mistake)。他事後被送往溫哥華綜合醫院接受治療,其後在眼科部門進行檢查。

他說,頭部、腰部和膝部均有瘀傷及感到痛楚,左眼附近骨骼爆裂,眼球受損,眼睛紅腫看不清楚事物,下周五需要再次前往醫院眼科接受檢查。

本身任裝修工人的吳某稱,原本有一個裝修工程需要跟進,但受傷不能工作,被迫留在寓所休息,經濟收入將受到影響。

他指出,「警方未問清楚,甚至沒弄清楚我是誰便打人,態度實在有問題。」他期望警方接獲投訴後,能夠還他一個公道。

據悉,該單位有「一屋兩伙」,事主與家人居住樓上,樓下租予一對30多歲菲裔夫婦,事件懷疑是因為警方「點錯相」,當事主是涉及家庭暴力案的醉酒男子而引起。

吳耀偉1991年從廣東移民加國,該單位是在2006年購入。他能操流利廣東話,但不諳英語。在案發後,幸好獲得12歲兒子協助翻譯,並陪同到醫院求診。

吳家昨日下午已前往溫市警局投訴。警方發言人麥吉尼斯(Jana McGinness)亦特別回應傳媒,稱已將事件通知警察投訴科,必要時警方專業守則組會介入跟進調查。而警方至傍晚更發出聲明,承認事件中是「認錯人」引起,向事主道歉。及後警察局長朱小蓀探訪事主後,再次發出聲明,稱警方會展開全面深入調查,又說在今日早上,會再有一名能操廣東話的警長到訪事主,以加速調查進度。
 
温哥华警察好野蛮,上次打死波兰人的帐还没有算完,这次如果不是因为打错人也不会被揭露出来。大概就会以拒捕该打抵当过去了。当然不能说其他地方的警察就没有野蛮滥用职权的行为。
 
如果能查到加拿大这些被指控误杀误伤的警察最后法庭的处理方式就会更娱乐了。。。
 
此人如果舍得钱找好律师的话,估计会得到很高赔偿。精神赔偿这一块有很大的灵活性:因为可以说以后见到或听到与police有关的任何事情,就头痛,惊粟,发抖。。。
