First of all, we have to admit Chinese culture has embedded tendency not to help strangers. People tend to be afraid of setup, revenge, trouble and all that.
On the other hand, there is social psychology aspect as well.
To find a remedy, the society needs to publish these events as this one. Most Chinese people are doing soul searching and asking what they will do if they were there. This is a good first step.
The second step is for the society to adopt Good Samaritan rules to protect the helpers. The psychology study helps government to adopt sensible rule so that the psychological hurdle can be overcome.
The intention of quoting psychological studies and similar cases in Western countries is not to defend the bystanders but to understand the behavior better.
After all, blindly scolding the bystanders is of limited help, as shown many many many times in past Chinese history.
