This is all fine, because it implies a personal concern. What you said was about the entire race. In other words, it was not personal, it didn't involve your friends or family members, it was a broad and generalized statement regarding the race of the victims.
"I wish dead people are not Chinese". This was my first reaction to your title: if they are not, phew! then it is of no concern to you, and you don't even care if they are dead or not. This was what made me feeling uncomfortable about.
Yes! It implies that the victims in the tragedy is that much less a victim simply because they are not Chinese! Their race DOES NOT MATTER unless they affect you on a personal level.
I sincerely hoped that you didn't mean that, just like I'd hope that Jan Harder didn't mean what she said regarding the Somalian gang. Similar to the Harder incident, I believe you were well-intended, but the wording came out wrong and it was inappropriate.
