Chapter 2 (Personal Security Clerances) of the Canadian Industrial
Security Manaual (this chapter outlines all the steps that much be
followed in order for a company to submit a personal security clerance
application for an individual)

I'll admit, it kinda sucks if you're being disqualified from competing
for positions that state "must hold a valid (whatever) level clearance",
and even if you can get a company to start the process for you, it can
take quite a while to receive a secret (or better) clearance (up to
year, depending on the current workload of PWGSC and the RCMP, who
handle the field investigation part, e.g., checking out your references,
etc.). With the current state of security awareness in this country (and
others) I personally feel that this lengthy process won't get better any
time soon; sometimes, a government department will try to use it's
influence on PWGSC to expedite a particular clearance, if they deem it
vital (and sometimes, this works), but the only real way the process
will be speeded up is if the process itself is made more efficient. I
think complaining to your MP would be a really good start and perhaps if
enough scrutiny is directed at PWGSC, some changes can be made.

没什么高兴头: 近期(特别是新总理上台后),好像联邦政府的projects很少招人,比去年10,11月份开始办Security clearence时少多了。

有谁知道近期的形势?是否与年度预算, 或总理选举有关???
 
Of course, the Liberals are under tremendous pressure to keep their slate clean. Many federal projects have been cut or halted (e.g. gun registration :D), we'll just have to wait and see how it goes after the federal election.
 
When you have a security clearance certificate, keep that number and it is good for 10 years. You can give that number to any employer....
 
Additional info:
when you change employer, you need to fill out a security clearance transfer, but your new employer will arrange for that.

No. Once you got it, it's valid for 10 years.
 
are they the same: "enhanced security" and "reliability status"?

I downloaded the application form from the link you posted(thank you), but there is only reliability statur, level 1,2,3. There is no "enhance security level" which a lot of people are talking about. Why?

Enhanced security is the same with reliability. The former (enhanced security clearance) is a old saying, which people still like to use it. Now offically it is called reliability .....

Enhanced security is the same with reliability. The former (enhanced security clearance) is a old saying, which people still like to use it. Now offically it is called reliability .....

简单说,你把个人情况,过去5年的家庭住址,以及在哪里干什么精确到月份写清楚就行了。
他们不在乎你干过什么,他们关心的是你工作生活的地点,以便日后调查。

是不是一定要加拿大的地址, 也就是说要在加拿大呆满5年? 谢啦!
 
根据政府网站信息,好象如果不在加拿大住满5年,就要做fingerprint,这样可能会拖个一年半载。现在是不是reliability status也要求查过去5年的criminal record?还有一个问题,我看到政府网站上有这么一段话:
An organization may only submit Reliability Screening documentation on behalf of persons who have commenced employment with that organization or who are under contract to commence work within 60 days.
这名话的意思是不是说如果政府部门开始为你做reliability check,那就说明是开始雇用你了,还是你要等到拿到reliability status后,才能在政府部门工作?
