My grass seeds I spreaded last winter is starting to grow.
Usually speaking If I seed in spring, I would wait a while untill the soil is dry and grass grow strong. Because I have to rake soil before seeding, I would pull out many grass roots If I do it too early. Do your seeding after first grass cut.
I have this problem too. I did not treat them with anything. Because biological treatment may or may not work. Chemical would stay in the lawn for many years. They would went away in few years when natural pest get them.
I suggest replace the lawn with sods in front yard, and using seed in backyard.
In both case, you have to remove the dead grass, loose the soil. In case of sods the key is to step on it hard, make sure it touch the soil under it.

It is impossible. The fertilizer is so called slow release fertilizer. It is coated. It would only controlled release chemical where is water.

Not a problem, same as my house. If you want it green, water deep, not just hose it down and wet the grass, It needs 1inch of water per week.
